Belize has moved to formalise oversight of virtual-asset service providers operating within its borders. As of early 2026, new licensing requirements for VASPs are reshaping what recovery practitioners can realistically demand from platforms registered or operating in Belize – and time-sensitive action is now more important than ever.
The new VASP licensing rules in Belize create both an opportunity and a constraint for crypto asset recovery: licensed platforms now operate within a defined regulatory perimeter, which means disclosure obligations and cooperation with legal process are clearer. However, unlicensed operators – still present in the market – fall outside that perimeter entirely, making on-chain tracing to a regulated choke point the critical first step.
This alert sets out what changed, who is affected, and what to do now if stolen digital assets are connected to Belize-based platforms.
What Changed in Belize's VASP Regime?
Belize has introduced a formal licensing system requiring VASPs to register with the relevant domestic authority before offering services. Licensed VASPs must now maintain customer identification records and cooperate with lawfully issued disclosure orders. That is a meaningful shift from the prior environment, where platforms operated with minimal regulatory accountability.
The practical effect for recovery is direct. A licensed VASP in Belize can receive and respond to a disclosure order requiring it to identify the account holder behind a specific wallet or transaction. Without licensing, that conversation did not exist in any formal sense. It does now – at least for the regulated tier of the market.
The flip side is equally important. Platforms that do not obtain a licence are operating outside the new system. They have no regulatory incentive to cooperate. Recovery through those platforms depends on other routes: on-chain tracing past them to a licensed choke point, or proceedings in another jurisdiction where the funds ultimately land.
We have traced assets moving through Belize-connected platforms before. The structure of the new licensing rules does make licensed operators more approachable – but the unlicensed segment remains a genuine obstacle.
Who Is Affected?
If stolen digital assets passed through a VASP operating in Belize, the licensing status of that platform now governs your first practical option. Three categories of victim are directly affected.
- Defrauded individuals and businesses whose funds moved on-chain through a Belize-connected exchange or wallet service. The assumption that crypto is untraceable once it leaves your wallet is a myth. Public blockchains are transparent – movement leaves a trail we can follow to a cash-out point, including a Belize-registered VASP.
- Insolvency practitioners administering estates where digital assets were stripped and routed through platforms in Belize. The licensing records now in place may assist in establishing beneficial ownership of receiving wallets.
- Referring lawyers and litigation funders assessing whether a claim involving Belize-domiciled platforms has realistic recovery prospects. The licensing regime changes the cost-benefit calculation in favour of early action.
A matter in the Caribbean region, spring 2025, involving funds in the mid-six figures, reached a licensed exchange in a Belize-adjacent jurisdiction. On-chain tracing located the balance before the next conversion cycle. Disclosure process served on the licensed platform produced account-holder information within days. The licensing status of the platform was the decisive factor in whether that route was open at all.
What to Do Now
Speed is not optional. Digital assets dissipate – they are converted, layered further on-chain, or bridged to another network. The window between a theft and an effective freezing application is typically measured in hours to days, not weeks. The new Belize licensing rules do not slow that clock; they only change which door a practitioner can knock on.
The steps below describe general practice. Local admitted counsel must act on the ground in Belize; the steps here reflect the coordination role that Axiom Trace performs across borders.
- Preserve all on-chain evidence immediately: transaction hashes, wallet addresses, timestamps, and any platform communications. This is the foundation for a disclosure order against a VASP.
- Establish the licensing status of the platform through which funds moved. A licensed VASP in Belize is now a regulated entity with documented obligations. An unlicensed operator is not – and the recovery strategy diverges sharply from that point.
- Initiate on-chain tracing in parallel. Blockchain-analytics tools can map the movement of funds from the theft wallet through intermediate addresses to current holding points, whether or not those points are in Belize.
- Consider whether a proprietary injunction or a disclosure order served on a licensed VASP can freeze or identify assets before the next conversion. A freezing order over digital assets is possible in appropriate jurisdictions; the Belize licensing records strengthen the evidentiary basis for such an application.
- If funds have already moved beyond Belize, the on-chain trail does not stop at the border. Cross-border coordination – with local counsel in each relevant jurisdiction – is essential.
What is the risk of doing nothing? In our experience, every day without action reduces the number of realistic options. Funds do not wait.
