UBO-register access changes in Mauritius: recovery implications

Tracing and freezing stolen digital assets across borders.

By 5 min read

As of early 2026, Mauritius has tightened the conditions under which beneficial-ownership register data can be accessed by third parties. For practitioners tracing misappropriated assets – or crypto stolen and routed through Mauritian-licensed vehicles – the change matters. It narrows one disclosure route and creates timing pressure that did not previously exist.

The practical answer for anyone with a live matter is this: UBO-register access in Mauritius is now more restricted, but it is not closed. A properly constituted disclosure order, coordinated with admitted local counsel in Mauritius, remains a viable path to beneficial-ownership data where assets or corporate vehicles are connected to the jurisdiction. Speed, however, now matters more than it did before.

This alert explains what changed, which cases are affected, and what to do in the next 48 hours.

What changed in the Mauritius UBO regime?

Mauritius operates a central register of beneficial owners for entities licensed by its financial-services regulator. Until recently, that register was accessible on application by a relatively broad category of parties, including those with a demonstrable interest in a civil recovery matter. The revised access rules restrict spontaneous third-party access and channel most external requests through a formal regulatory or judicial gateway.

In practice, this means an unsupported written request from an overseas claimant or insolvency practitioner is unlikely to succeed on its own. The data exists. But reaching it now requires either a court-driven process or a formal request through a recognised authority – not a direct administrative enquiry.

For on-chain tracing matters, the change is particularly relevant. Stolen digital assets frequently pass through Mauritian-registered collective-investment structures or trading entities before being converted or layered further. Identifying the human being behind those vehicles has just become a step more procedurally demanding.

Who is affected?

The change affects three categories of practitioner in particular.

  • Defrauded principals and their advisers who have traced crypto proceeds into a Mauritian-licensed fund or trading entity and need to identify the beneficial owner before issuing proceedings.
  • Insolvency practitioners appointed over an estate where assets were stripped into Mauritius-facing structures, and who require ownership data to support a proprietary claim or a just-and-equitable winding-up application.
  • Referring lawyers and funders assessing whether a matter has sufficient disclosure prospects to justify litigation spend – the restricted gateway adds a step and, potentially, weeks to the timetable.

Mauritius remains a COORDINATE jurisdiction for Axiom Trace purposes. We coordinate closely with admitted local counsel in Mauritius; local procedure governs what can be filed and by whom. The restricted access rules are a procedural change, not a substantive barrier, provided the application is properly constructed from the outset.

What to do now

If you have a matter where Mauritius features in the asset trail, three steps apply immediately.

First, confirm whether the vehicle of interest holds a licence from the Mauritius financial-services regulator. Not all Mauritius-incorporated entities sit within the regulated sector. Those that do are now subject to the restricted gateway; those outside it may have separate disclosure routes under the corporate-records regime.

Second, assess whether a disclosure order application – coordinated with admitted local counsel in Mauritius – is viable on the facts you already hold. A Bankers Trust order or a third-party disclosure order, where a Mauritian institution holds relevant account or ownership data, is not blocked by the register change. The formal judicial gateway the new rules create is, in effect, what a disclosure order has always used. The register change makes an unsupported administrative request less useful, but a court-backed request more clearly necessary – and those remain available.

Third, if on-chain tracing has not yet been completed to the point of identifying the Mauritian vehicle's wallet or account, that work should run in parallel. Blockchain-analytics tools can establish the link between a theft event and a specific address associated with a Mauritian entity. That on-chain evidence is the foundation for any subsequent disclosure application. Without it, an application for UBO data may lack the evidential threshold the gateway now requires.

Do not delay. If funds moved recently, the window to secure a freezing order – whether a domestic freezing injunction in Mauritius or a worldwide freezing order from another forum – is measured in days, not weeks. Dissipation risk is real. We have traced assets that appeared unreachable only because the initial enquiry was made days after they had already moved on.

The steps above describe the general pattern. Your matter turns on specific facts: where the money went, how fast, and whether the Mauritian vehicle is the end point or a transit layer. About Axiom Trace

Axiom Trace is an independent boutique focused on cross-border and crypto asset recovery. We trace assets that have moved across borders or on-chain and coordinate their freezing and recovery – working with defrauded principals, insolvency practitioners, and the lawyers and funders who refer them. We work lawfully and within applicable sanctions regimes, alongside local counsel where proceedings must be filed. In our experience, the cases that succeed are the ones where tracing and legal process move together from the first day. To discuss a matter, contact info@axiomtracel.com.

Public blockchains are transparent: on-chain movements leave a trail that can be followed to a cash-out point even when identities are hidden behind licensed vehicles. That is the foundation on which Mauritius-facing recovery work rests.
